Today’s economics make it prohibitive (or at least a poor business practice) to “own” all functions and services required when it comes to operating a government health plan.  It is highly unlikely that any one entity will perform all operations in a Best In Class fashion.  The larger carriers may have the ability to build systems equal to those offered out in the open market, but at what cost, and when does the return come??  The environment is constantly changing and systems become obsolete.  The reality is it makes sense to outsource” some of these functions.  And, for the smaller regional carrier, the decision is often made for them to outsource as the funds are simply not available to build internally.
